It’s complicated

Obesitas and the PPP-machinerie around it is a money machine for talking suits. We, Interested citizens, are NOT happy with this. Nor are numerous newspaper articles and late night shows.  What the interested public has learned so far:

– the matter is complex
– because JoGG works “integrally” this has to work
– they self evaluated and found that they were on the right track.

So much on the right track that it is OK even though the JoGG-method was proven ineffective (Obesitas got worse in neighbourhoods where JoGG was active in Utrecht and Amsterdam) it was OK to send more money into research looking for effects until 2030. JoGG and Epode profile themselves as the “Together Partners” but in reality aren’t they preventing a true “integral method”?
What the hornets on social Media are arguing is that JoGG is a Coca-Cola/Nestlé vehicle to push PPP (public private participation) JoGG-copies worldwide through their Epode network. Because governments are out of ideas (and also out of civil servants to implement) ideas they love to join PPP-tables and large amounts of public money is transferred to what in effect are lingering clubs that have a hidden agenda of delaying effective policies against sugar products. Example of how much industry is mingled with the policy table: the Industry big food/big drink lobby FNLI director Philip den Ouden is also boardmember of JoGG.

In yesteryear (before BigFood) companies paid taxes and governments hired experts to make effective policies for problems. If you think of how the Tabacco problem was eventually contained by ever increasing taxes, banner policies and campaigns you get an idea of what we mean. But now that new-liberal governments want small public sectors and industry on the helm it is in effect BigFood that is making policies. And so we have JoGG/Epode that prove themselves to be very successful because they self evaluate, or have “independent” (Nestlé co-funded) research showing effectiveness. If results are negative (two recent examples show obesity rates going up in neighborhoods of Utrecht and Amsterdam when JoGG gets involved) the self evaluation reports call for more money for longitudinal research projects. (You need to do our programs for 20 years in order to get measurable results).

Enough is enough.

JoGG and Epode should seize to exist. They’re occupying costly offices in CSO-green washing Firms that also house dozens of “healthy food label programs” and other food policy lingering clubs. And results are not there, nothing, nada, zip.

So is there a way out of obesity? Yes, but it’ll be a shock to many:

– BigFood Will be removed from all policy negotiation tables
– the funds for JoGG/Epode will be used to hire expert civil servants to research the problem
– results will quickly show that civilians paying at Petrol stations need to do a “healthy choice” Mars obstacle course to get to the counter (remember paying through the window of your car?)
– kids coming out of the classroom walk into CocaCola sponsored vending machines, certified bij Epode to contain 15%  healthier (lower calorie) Candy bars and soda’s (the empty lower left hand option). Who ever allowed this lunacy? 
– “Sugar” in products has been replaced by ultra cheap High Fructose Corn Syrup (HFCS) that, oops, works differently in your body than beet sugar: it is translated into abdominal fat in stead as reserve energy in the liver.
– The research also shows that Nestlé cs have hired “food technologists” that have figured out in billion dollar researcher programs that the right amounts of HFCS, fat and salt can make foods that when consumed actually make you feel hungry, so that you can eat a family bag of crisps without getting sick.

The civil servants look at this mess and unpack some tools from an era long gone: TAX. 5€ for a kilo of HFCS, 1€ for a Candybar.
Heavy measures , but highly necessary for a problem that can only be compared to the problems we once faces with Tabacco and alcohol.
With industry not welcome at the policy table anymore (and a public record of all lobbyist visits to MP’s, including written record of what was discussed) we can finally work on the problems at hand with fresh ideas and fresh budget.
So yes, a small group keeps biting in the pants of the Industry Food Lobbyclubs so that MP’s will ask them “why are there cuts in your jeans”

Waarom zelfevaluaties JoGG anders moeten

30 juni verscheen op FoodLog een artikel met de titel Convenant gezond gewicht werkt wel degelijk een stuk van voedingswetenschapper Marije van Koperen. Commentaar onder een blog is de beste plek om een geheim te verstoppen, dus we voeren de discussie graag in de openbaarheid van Twitter.

Marije gebruikt een heleboel woorden om duidelijk te maken dat een klein groepje intriganten op de social media ten onrechte betoogt dat het convenant gezond gewicht, Jongeren op gezond Gewicht, Stichting Jongeren op Gezond gewicht een geldverslindend pratende-pakken-circuit is. Het circuit dat middels kickoff’s, leuke filmpjes, internationale congressen (Epode) en peperdure huisvesting dure algemene middelen weghoudt bij burgerinitiatieven die echt iets aan gezond eten willen doen.

Twee A4’tjes en tientallen voetnoten worden door deze werknemer van Nestlé (en de VU in Amsterdam, Partner in Epode en JoGG) gebruikt om te zeggen dat:

– de materie complex is

– omdat JoGG dat integraal aanpakt moet dat wel werken

– we hebben onszelf geëvalueerd en daaruit blijkt dat we goed bezig zijn.

Zo goed zelfs dat het bijzonder verantwoord is om ondanks bewezen ineffectiviteit in Utrecht en Amsterdam (waar Obesitas toeneemt in alle wijken waar JoGG actief is, in de overige stadsgewesten daalt obesitas) 8 miljoen (alleen al in Amsterdam, Sarphati institute) in nieuw integraal onderzoek tot 2030 te stoppen. JoGG en Epode profileren zich maar al te graag als de “Samen Partners” en “integrale aanpakkers” maar misschien zit hun aanpak echte integrale aanpak wel in de weg?

Wat de horzels op social media betogen is dat JoGG een vehikel van Coca Cola en Nestlé cs is om PPS (publiek private samenwerking) trajecten a la JoGG wereldwijd te pushen middels hun Epode netwerk. Doordat de overheid het ook niet meer weet en maar wat graag aan tafel gaat met PPS-clubjes, verdwijnt er heel veel geld naar wat feitelijke treuzelclubs zijn die als geheim doel hebben om effectief beleid tegen te houden. Als bewijs van het geheime treuzeldoel van JoGG wijzen we bijvoorbeeld op de bestuurder van JoGG: Philip den Ouden, die ook directeur is van BigFood en BigDrink lobbyclub “Federatie Nederlandse Levensmiddelen Industrie FNLI”.

Kijk, vroeger betaalde bedrijven belasting en had de overheid deskundigheid in huis om effectief beleid te maken. Zaken die anders moesten werden met nudging of heffingen gestuurd. Maar nu de overheid zichzelf een steeds kleinere rol toedenkt en bedrijven door de taxfree routes geen geld meer afdragen aan de algemene pot bepaalt het bedrijfsleven wat er wel en niet aan beleid gemaakt wordt. En hebben we dus JoGG, en haar voorgangers (als teveel doelen falen wordt de organisatievorm nogal eens veranderd) die middels zelfevaluaties als hierboven Kamerleden en gemeentes weten te overtuigen dat “ja, onze methode is duur, en niet bewezen effectief en levert bar weinig op, maar u wilt wel graag geld uitgeven aan obesitaspreventie dus u moet wel met ons in zee”.

En het is genoeg geweest.

JoGG moet ophouden te bestaan. Ze zitten samen met de Voedselindustriereclamebureau Schuttelaar, het vinkje en tientallen “gezond eten treuzelclubs” voor tonnen per jaar in een kantoortje in Den Haag en bereiken niets. Helemaal niets.

Hoe we dan wel iets aan overgewicht gaan doen? Simpel, schrik niet:

Coca Cola en Nestlé cs. gaan van tafel bij de praatclubjes, het JoGG budget zetten we anders in. Daarvan stellen we beleidsambtenaren aan. En die komen met plannen nadat ze onderzoek gedaan hebben. Daaruit zal al vlot blijken dat burgers sinds de jaren ’70 in toenemende mate hun “verstandige keuzes” moeten maken in benzinestations waar je door een muur van Marsen heen naar de kassa moet. Weet u nog dat u door het autoraampje aan de bediende betaalde?. Onze kinderen treffen op school frisdrankautomaten. Wie heeft dat ooit toegestaan? Daarnaast heeft suiker in ons eten plaatsgemaakt door een suikerstroop gemaakt van maïs (HFCS) en dit type suiker blijkt neer te slaan als buikvet. Daarnaast hebben Nestlé cs “voedseltechnologen” in dienst genomen die uitgedokterd hebben hoe je honger kunt krijgen van het eten van een zak chips (juiste verhouding vet, zout en HFCS, herkent u ze inmiddels) waardoor je in tegenstelling tot vroeger nu een hele familiezak chips in je eentje leeg kan kanen.

Met deze resultaten wordt er even achter de oren van de ambtenaren gekrabd en wordt een beproefde methode van consumentenbeïnvloeding ingezet: er komt een banderol met accijns op suikerproducten als frisdrank en repen.

Laten we eens beginnen met €5 per kilo pure HFCS in frisdranken en €1 per chocoladereep.

Daar schrikt u van? Da’s niet erg, we hebben ook een heel erg gezondheidsprobleem op te lossen, eentje dat zich alleen kan meten met de rook/tabaksproblematiek.

Met de industrie niet meer aan tafel kan de overheid meters maken en de complexe materie op een echt verfrissende manier aanpakken. Dan kunnen we in 2020 niet alleen gasvrij maar ook weer op gewicht zijn.

Dus ja, een klein taai groepje blijft happen naar de chique pantalons van de JoGG mensen, zodat de politici in Den Haag vragen aan ze gaan stellen: “waar komen die scheuren in uw broek vandaan?”
